Why is my car breaking funny?

I own a 1999 Lumina LTZ and was told new front rotors were put on when I bought it a year ago. Now sometimes when I break the pedal sort of pulses up and down, but it's not like the vibration ABS gives off. Also, my car will jerk over and over to a stop... is it warped rotors?
